Governance

2.1 Library Act
 
Creston and District Public Library Association (henceforth, “Creston Valley Public Library”) is a ‘Public Library Association’, and is governed by the Library Act of British Columbia.

2.2 Constitution
 
The Constitution of Creston Valley Public Library is the specific document which governs the Board of Trustees and is consistent with, and based on, the Library Act of British Columbia. A copy of the Constitution is available to the public by request.

2.3 Policy Manual
 
The Board is responsible for the appointment of a Policy Committee, which will annually review the Policy Manual and, as necessary, recommend amendments to the Board. Recommendations for amendments to the Policy Manual may also be put forth in writing by any member of the Board at regular Board meetings or by the members of the Library Association at the Annual General Meeting. Amendments require approval by a 2/3 majority of the Board members present. The process for adopting amendments is as follows:

  1.  Proposed amendments are read once, discussed and amended as needed, and voted on.
  2. Following approval of the first reading, proposed amendments will be read, discussed and amended as needed, and voted on a second time at the same Board meeting as the first reading.
  3. Following approval of the second reading, amendments will be read, discussed and amended as needed, and voted on a third time at the next Board meeting following the first and second readings.
  4. Following approval of the third reading, amendments will adopted by vote.
